What will make it tough is that our roads already get destroyed every winter without the help of spiked tires.

In MN the entire summer is filled with road construction already. I wouldn't be that thrilled about switching my tires 2x every year either.

Not the cocaine as far as I know, but meth, heroin, and some others are produced here.

Cocaine is about 150-180$ a gram in Southeast Asia, whereas most other drugs are dirt cheap.

It seems to be struggling currently, but certainly it's already proven to be a resilient piece of infrastructure given the circumstances:

On 22 July during the 2011 Libyan civil war, one of the two plants making pipes for the project, the Brega Plant, was hit by a NATO air strike.[18] At a press conference on 26 July, NATO claimed that rockets had been fired from within the plant area, and that military material, including multiple rocket launchers, was stored there according to intelligence findings, presenting a photo showing a BM-21 MRL as an example.[19]

During the second Libyan civil war, lasting from 2014 to 2020, the water infrastructure suffered neglect and occasional breakdowns. As of July 2019, 101 of 479 wells on the western pipeline system had been dismantled.[20]

On 10 April 2020, a station controlling water flow to Tripoli and neighboring towns was seized by an unknown armed group. The flow of water was cut to over two million people as a result, and as such the attack was condemned by the United Nations on humanitarian grounds.[21]

The pigs love to stick their thumb on the scale so that they can hit you with a more severe charge, so I'm sure they'd love it if your shrooms weigh 10x because of the water weight.

Yep, best bet is to check your state's weed laws and stay under an amount where the penalty is not too severe. If you have no priors and get caught with less than 1-2 lbs in a lot of states, any felony possession charges will be cleared after serving a year on probation.

Whatever you are doing, make sure that you can do the time you might get and don't panic when you get raided.

The only drug dealers not making any money are the ones that are born into poverty and have to come up with no money from the street level.

Once you can put together at least a few thousand for a re-up you will make more than minimum wage, and you can double your money in a week or two with cocaine and harder drugs. It's easy to make 2k a week selling just eight balls and grams of cocaine if you know the right people on both ends of the equation.

But of course it's only easy until you get raided or someone else decides to test you! The cops will rob you too in the US. One friend lost two lbs of weed and another got jacked a few times for larger amounts of coke by the police. It's a real calamity and drug legalization is the only solution.
