<p>I can’t comment on HOAs being historically racist - I’ve not seen it.  But how would that work?  They don’t (at least now) get to vote on who is allowed to buy.  So how would they keep out whoever they decided was undesirable?  Were there bylaws about skin color?</p>

<p>I’m sorry but this kind of thinking is non-sense.  There are surely a few cases where someone lets power go to their head, but that happens in every place where humans have any power.<p>I’m on an HOA board because no else wants to because it’s boring.  We maintain a large green space with walking paths and a community pool, and garbage pickup.  We have whites, blacks, asians, hispanics, etc and nobody cares.  Sometimes there is shared land in a development that has to be managed and somebody has to do it.</p>

<p>Many years ago I lived in a brick apartment and the afternoon/evening sun would hit the wall next to my bedroom, making it very hot at night.  I started going out with buckets of water to splash on the wall a few times each evening and it made a real difference.  A white sheet hung across the wall might have helped more.  Lots of things can be done if you don’t mind looking silly :)   Unless you’re in the an area with high temp and high humidity.  That is bad.</p>

<p>I have a friend (engineer) working on a data center in Texas.  It is closed loop.  What’s interesting is the chillers have so much condensation that they pump it out to sprinklers which water the desert which now has grass growing.  So at least water doesn’t seem to be as big of an objection now.  Power though?  Still a problem.</p>
