Normally if there's no internet Gatekeeper instead checks the "stapled" notarization ticket from the notarization process. But since there is internet, and the ocsp server is technically "up" gatekeeper isn't checking the tickets.

Exactly, I was just trying to teach someone Flexbox a few days ago. This could've made it a lot more clearer.

Epic violated the contract, Apple didn't. Apple's following up on the violation by terminating Epic's account, which is in the agreement.
