After being zapped by one of these myself, I had to tone down my disapproval of them. It was uncomfortable but not particularly painful, similar to a 'handbuzzer' gag gift.
My bigger problem was that it was not very effective at stopping barking.

Speaking from experience... apartment numbers are one of the most difficult things to process correctly when geocoding, particularly if your service is backed by Google. The experience you describe sounds exactly like someone didn't correctly handle the edge cases surrounding subunit numbers.
I spent quite some time banging my head against these issues for a former employer. Lots of trial-and-error was employed to build up a basket of test cases around apartments. Certain addresses remained intractable.

How does that respond to middle-mouse-clicks? I use that for open-in-new-tab functionality all the time. There's no need to chord the mouse and keyboard together for it. Right-click->context menu is the same way.

Sendgrid's Event API (http://docs.sendgrid.com/documentation/api/event-api/) does something similar to this. Their mail servers act as a gateway to allow your app server to both send and recieve email over HTTP. I've used it at work as part of a not-yet-released feature of our product.

I'm not too happy with the situation in Seattle myself. Currently I've got $60/mo 1.5/384 DSL service from MegaPath (formerly Speakeasy). Business line to my home, very reliable. It's just not fast enough for some of the things I want to do.
I can't get FiOS from Frontier at my apartment, even though there is service about two blocks down the street. And I have no desire to do business with Comcast.
Clear is out of the question since I want to start doing video broadcasting.
Not sure what to do here. Move to a new apartment? I might end up doing that for unrelated reasons, and just make FiOS a requirement for the new place.
