If by "coordination" you mean central planning, not.
There are things such as sharing best practices and other resources. An example is https://standard.publiccode.net/ and https://new.digitalpublicgoods.net/ .
And of course many efforts towards a shared funding infrastucture, see also https://fosdem.org/2026/schedule/event/KES3TH-funding_europe...

They can start all over again in a slightly different way once the attention goes down a bit.

It depends on what your priors are for what's "needed". If you think 80k employees are needed to do what the Wikimedia Foundation does, their fundraising is way too humble. :-)

Indeed the cat and mouse game is tedious... There's a case to be made that you should just act on the root cause of all these issues with a neutral policy tool. The best tested of all regulatory tools is taxation. Reduce the profit motive slightly and many of these aberrations nobody likes will go away.

The first point already exists: https://en.wikipedia.org/wiki/Societas_Europaea
The second point is dubious. A central registry may be better or worse than the best national registry.
The third and fourth are what is usually called the Capital Markets Union in eurobubble speak: https://en.wikipedia.org/wiki/Capital_Markets_Union
The Draghi report had some specific proposals which are rather realistic:
> Reduce capital market fragmentation
>
> A. Introduce a European Security Exchange Commission
>
> B. Reduce regulatory fragmentation to deepen the CMU
>
> C. Encourage retail investors through the offer of second pillar pension schemes where the successful examples of some EU Member States can be replicated.
>
> D. Assess whether further changes to the capital requirements under Solvency II are warranted by further reducing the capital charges on equity investments held for the long term.
https://commission.europa.eu/document/download/97e481fd-2dc3...
https://commission.europa.eu/document/download/ec1409c1-d4b4... (p. 292)
