And those exceptions largely prove the rule - the default expectation (not just desire) is that those things not happen. They still do, but it's not something that occurs to most off the tops of their heads. When you educate people on civil forfeiture you get a lot of shocked Pikachu; somewhat fewer with severe water quality issues, but I think that's mostly due to broad publication of Flint's situation in particular raising general awareness.

It also might be (as it proved in my case) that your address block (including the whole neighborhood from an ISP perspective) includes a compromised device. I discovered one of my neighbors has a compromised device that's sending a couple million spam emails per month, and it tainted the reputation of the entire network address block.

You may want to refresh yourself on the definition. Sunk cost is resources already spent, which cannot be recovered - the inability to recover it is what drives the reluctance in the case of the fallacy.
