<p>And those exceptions largely prove the rule - the default expectation (not just desire) is that those things not happen. They still do, but it's not something that occurs to <i>most</i> off the tops of their heads. When you educate people on civil forfeiture you get a lot of shocked Pikachu; somewhat fewer with severe water quality issues, but I think that's mostly due to broad publication of Flint's situation in particular raising general awareness.</p>

<p>It also might be (as it proved in my case) that your address block (including the whole neighborhood from an ISP perspective) includes a compromised device. I discovered one of my neighbors has a compromised device that's sending a couple million spam emails per month, and it tainted the reputation of the entire network address block.</p>

<p>You may want to refresh yourself on the definition. Sunk cost is resources already spent, which cannot be recovered - the inability to recover it is what drives the reluctance in the case of the fallacy.</p>
