This is also why the USA was funding biolabs in Ukraine. After the Soviet breakup they didn't want people with suddenly no income and dangerous skills offering them to despotic governments, or the labs deteriorating and legitimate knowledge lost. Around 2022 it was briefly trotted out as an excuse for the Russian invasion.

OpenAI, or specifically one guy on Twitter, seems to be so regularly resetting quotas that it's becoming the new normal and it'll suck when it stops happening.

It all comes down to how aligned the benchmarks are with what you want the model to do. If it's close, good performance. If it's not, unpredictable performance.

No it isn't. The 3k goes to the consumer to buy the battery from their preferred/cheapest global supplier, not to Australian manufacturing.

Why are power plants considered centralised but the extraction, transport and refining of oil isn't?

With the renewable power revolution, do you think solar panels and batteries are going to be more or less centralised than oil extraction, transport and refining?

Are you familiar with how easy it is to repair the electrical grid after damage, compared to what happens to oil wells whose operations are stopped?

The other thing to keep in mind is the Chinese, quite reasonably, don't have a lot of faith that the Russian government they make deals with and invest in now will be the same one honouring those deals and investments next decade. Russia has a lot of risk, a lot of problems and not a lot of cash.

I don't think it's fair to characterise the Cold War was an ego thing. Global authoritarian communism wouldn't have been a good time for the vast majority.

No, I'm explaining to you that accidental civilian casualties in a war is a normal part of the terrible activity that is war. Good soldiers with the best of intentions will kill civilians in a war, because war is chaotic and very dangerous.

Radicalised soldiers and armies will give less and less concern to civilians, and at a certain hated level civilians actually will get targeted by individual soldiers or squads. If it then moves up the command chain and there's not enough accountability or pushback from the top leadership then you get to proper genocidal actions like what happened at Srebrenica.

Targeting civilians for death is not acceptable or justifiable.

It actually is a bad experience to live under a totalitarian regime in fear of disappearing forever if you said the wrong thing to the wrong person. And it's kinda weird you're minimising that.

Why are you citing these as cases of terrorism and murder when the American citizen wasn't the target? Collateral damage happens in missile strikes.

Does Israel actually have the capacity to target the whole of Hamas with those small accurate bombs, as they get intelligence on them? If Hamas is in the basement can the small bomb get them? And if they forgo the opportunity will it be possible to target that person again soon without civilians nearby?
