These two sentences seem incompatible to me. A brand new actor can just say some stuff and cause major disruptions in this way?

From what I can tell it seems like they are probably wrong, but a mathematician publishing a paper about a well known unsolved problem in mathematics does not indicate they are a crank, even if their paper is wrong. This is a thing respected researchers in mathematics do.

The point is for this to be used as a defense against scrapers that would ignore a flag like that. I think if you asked the nightshade devs they'd say we should have both.
