<p>I use the "reduce motion / avoid animation" setting from accessibility, and Apple's own apps including Safari completely ignores this setting. The UI does all kinds of distracting and disturbing animations regardless of it. (I've now switched away from it for Firefox.)<p>It's really frustrating to experience not only non-consensual UI changes that cause cognitive load, for many people unsustainable cognitive load, but also completely steamroll over any accessibility accommodations.<p>I only upgraded because of the OS incessantly nagging me to do it, even when I asked it to stop checking for updates. I'm honestly not sure what to do with Apple, because Android is not any better. I wish Apple would give accessibility more than lip service.</p>

<p>Slow/lossy connections: JS may not load, but site still works.<p>Users that prefer non-animated pages and disable JS for this reason.<p>Users who prioritize security.<p>Users of older devices in which your JS can trigger errors. Yes, these exist. Not everyone can upgrade their older device. Many people do not even have their own device to use.</p>

<p>There are many reasons to accommodate non-JS users beyond accommodating people who have intentionally disabled it, and most of them are in accessibility territory.<p>Be careful with using percentages for your arguments, because this is not that different from saying that 99.99% of people don't need wheelchair access.</p>

<p>That’s certainly possible. I don’t deny occasionally clicking them. I just don’t bother most of the time.<p>Edit: I just tried the flight ordering flow again (starting at google.com/flights) in a private/incognito tab, and did not encounter any cookie banners.</p>

<p>I started with Google Flights and went to two other sites that it directed me to.<p>Just to reiterate, I'm not religious about this practice. If I need to click a cookie banner to book a plane ticket, so be it.<p>I just treat cookie banners as a strong negative signal.</p>
