No. Changing one's primary operating system takes time, dedication, and is a lifestyle change, similar to moving somewhere remote. Changing ones AC filter is none of those things.
If you and your grandma only rely on the computer for its web browser, then good for you. You have flexibility that is not afforded to most people. But that's not how a person's phone works; phones dig a lot deeper into one's lifestyle, intentionally so. The walled garden was constructed to keep outsiders out, but now it seems the primary purpose is keeping those inside hostage.

Windows OEMs (that's what they are) will respond every way they know how: Even cheaper machines (they're already too cheap), specs, features, bundling more borderline malware. But they can't offer what the Neo offers, which is taste and respect for the consumer.

edit: If you have the space, a Nintendo Wii running Genesis Plus GX with the video mode set to "Original" and a CRT with at least composite (yellow cable) blows all of those handhelds out of the water. If you only have composite, the emulator has a "trap filter" option which utilizes some custom hardware and the Nintendo Wii's graphics chip to isolate the chroma and luma channels, resulting in a much cleaner composite image. Of course, component is still better, but it's becoming harder to find a 15kHz CRT with component hookups.
Otherwise, I recommend Retroid Pocket 6 if you like Android or want to play GC/PS2/N64, or a Miyoo Mini Plus if you don't care about any of that. Neat thing about the mini plus is its 640x480 screen, so you get Genesis/Mega Drive games edge to edge 2x integer scale if configured properly. Also has OnionOS which is a pretty good custom firmware.
Other than that, lots of these things have major problems. Watch out for things like improperly calibrated joysticks (can't run in certain directions in 3D platformers, only walking speed), screen tearing, saves disappearing from the filesystem if the system shuts down improperly during gameplay, audio crackle/poor audio in general, IPS bleed around display edges, soggy dpads, face buttons too firm, etc. A lot of problems with any given device you can run into that don't fall under the usual umbrella of review metrics, so you won't know until you realize a week into owning it why something feels off about it...

Everyone's got an old Android phone or two sitting in their junk drawer, right? Place it in your window and connect it to the shared, open, public service. Might work, but then if it's open and shared, Flock can simply connect to the open API and add a new category "Public cameras" to their own data.
Any data we make available as an open system will also be available to bad actors.

I don't think it has anything to do with digital culture. I've been having "backrooms" dreams since maybe 5 years old (29 now), long before I'd ever touched a computer or the existence of iPhone or social media. I really think it's just 80's/90's economy postmodernist architecture invading our psyche; after all, for people around my age group and a little younger, most hospitals, schools, really institutions of all kinds that we grew up in just sorta looked like that. The backrooms is a picture of the real, unglamorous world we all grew up in. Not cleaned up for a photo shoot, not orchestrated, just purely institutional.
