<p>I have no idea, but I guess it doesn't really matter. If you start sending massive amounts of spam through gmail, does it matter if you did it after logging into the site with your user/password or through oauth api access or through smtp?</p>

<p>Why use 1.2/1.2 when you can use 2.4/1.2 ? It makes no sense whatsoever. Reducing download so you can say your connection is symmetric?<p>In any case GPON is already in its way out, new deployments use XGS-PON which is 10/10</p>

<p>Because technologies like GPON or HFC were designed with asymmetry in place because most users download much, much more than they upload. In the case of HFC the asymmetry can be particularly egregious.</p>

<p>In manual cars, it's always felt wrong how much and how fast the car can decelerate by changing to lower gears without the brake light turning on - even if you are not technically using the brake, you can lower the speed so much as to create a dangerous situation with the guy coming behind, and therefore turning on the brake light would be appropriate.</p>

They do have money, but also corruption sapping a lot of it away.<p>Which is why they need their leaders replaced by Western puppets, which will divert all the riches to the West and leave some crumbs to the citizens. Since the current power structure doesn't leave anything to the citizens, leaving crumbs would be an improvement. See India for example.</p>

<p>You forget the part wher African countries have terrible political stability and no money. The only way of making this work would be neocolonialism, which is ok imo (in the end it benefits both parties), but it's frowned upon by some political circles.</p>
