Some of them (e.g. Netflix and Youtube) have official apps for Meta Quest devices, so there might be other reasons.

For Youtube it kind of makes more sense, as they have 360 and 180 content on there and VR headsets are probably best devices to consume it on.

But even with Netflix, having watched some TV show for about hour or so was surprisingly not so bad experience at all on Meta Quest 3.

You can actually use it with any game when plugged over USB. There's also a hack which allows to use it wirelessly outside of Stadia https://github.com/helloparthshah/StadiaWireless

Requiring valid credit card may not by enough - it's still possible to walk around it by generating lots of virtual credit cards, even on the fly.
