Just happened that Tensor was the only SoC which supports/supported the features they defined as minimum requirements for GOS, see https://grapheneos.org/faq#future-devices .

The coming GOS-compatible phone from Motorola will use a Snapdragon, iirc.

That article doesn't say they are blanket banned in general.

Indiscriminate, permanent saving of recordings and distributing the footage is banned.

Using the dashcam to document incidents or accidents with saving a limited time span of video triggered by a sensor/timer is allowed.

Another big one is College Football, at least in the US. And in the latest edition they nerfed the offline single-player mode's XP progression. In return they added microtransactions to buy XP points. For offline single-player. Gachaification continues.
