As currently implemented, they often don't because they force people into ... alternate living arrangements due to strangled housing supply.  It's not even the code per se that's the problem. <p>I switched from a Surface Book to a Macbook Pro + Ipad Pro combo.<p>I preferred the Surface Book from a device ergonomics perspective -- but I finally got sick of trying to do dev work on Windows.<p>So I paid 2x as much for the same functionality instead.  And that's why Apple won't make that form factor.</p>

<p>Because improvements aren't taxed.  So if you add improvements (read: more housing), you don't pay taxes and you become more profitable (more rent, same taxes).<p>So you move all tax to just the land value at a higher rate than present, then let people build to offset the tax.</p>
