Has this idea been discussed when drafting legislation? I mean are they aware of it but dismissed it for any reason or no stated reasons?

This is the truth. It would only take half a dozen Republicans to stop the madness now so the obvious question is why don't they?
The political system and elite institutions have failed their country. Does the US self correct with the next two election cycles? Hard to believe right now.

Just to add to your point; The final energy demand is much less than the primary energy we produce due to the energy costs of extraction, refining, transportation, and inefficient end use.
According to Kingsmill Bond (great name btw) on Dave Roberts' Volts podcast if we magically could replace all fossil energy with renewables today the final energy use would only be ~30% of today's final energy use.
"We’re pouring, from our calculations, two thirds of the primary energy into the air and wasting it." - Kingsmill Bond
https://www.volts.wtf/p/clean-electrification-is-inevitable

I would hate to live in that political system.
Not any more they don't. Those were older reactor designs which nobody wants now. And the 5 years was first-pour to switch on. Add a few years for planning, permitting and actually supplying to the grid.
Newly approved Korean plans are aiming for 2038. Best of luck to them. I'm sceptical they'll make it.
https://www.world-nuclear-news.org/articles/plans-for-two-ne...
Edit to add:
They used to be pretty fast but like everyone else seem to be slowing down significantly.
https://world-nuclear.org/information-library/country-profil...

I tried the Apple one for a while but it’s badly shielded and picks up interference a lot. I mean really obvious buzzing sounds if near certain sources of RF. Switched to wired ear buds with a lightning connector and no interference issues. So I’m sad I can’t plug in my high quality headphones or hook up my phone to my mixer when I want without having noise.
