I think it is a good initiative and a needed step in EU integration. I do think it is remarkable to frame this as a move towards more sovereignty. More EU integration has traditionally always been framed as giving up sovereignty by the member states. Now it is the other way around - thanks to the United States.

It started out as a tv-documentary series on Dutch television. It's presenter was called Teun (Tony) and he wanted to be convicted for eating chocolate which he knew was produced by making use of slavery. This failed and he then created his own brand that should have been 'slavery free', which proved very difficult indeed. The brand was later taken over and made into what it is now.

Still, sovereignty is a very vague concept. ASML is Dutch, has a near monopoly in the market of lithographic Chip design but it's the Americans deciding if it can sell to China. Also, ASML is very dependent on an American supplier.
Likewise, Mistrall is using NVIDIA all over the place and has used the NVIDIA cloud for training and inferencing. Mistrals partnership with NVIDIA does not seem any different to me when compared to AWS European Sovereign cloud.

I think this article is over the top. You don't lose control of your data if you store it, let's say, on S3. Use encryption if you wanna be safe.
You can write a similar article about storing data on a local system. It can get stolen, it can get hacked (ransomware). If you delete a file from your local drive there may be still data on disk. Software and OS often ping home and may read along. To think you have control if not in the cloud is an illusion.
Sure, cloud services have different security concerns but to think that it is uncontrollable is just a step to far for me. Also note that there a lot of different cloud services. A lot of privacy concerns have been related to SaaS. To think that you lose control of your data at the moment when using dropbox or S3, start a container (or an enclave),is just not realistic.

Harrison's first recorded song was not Taxman, but five years before that: Don't bother me. He also had a song on A Hard days night, two on Help and two on Rubber Soul, before Taxman (where Paul played the guitar solo btw). So it might have been bad, being nr 3, but not bad as suggested.
