Forum users already have accounts, and make it not too difficult for new users to sign up.. Otherwise content would be not accessible to unauthed users.

Or another thought, distribute it only through VPN, OpenVPN can be installed on mobiles these days (I have one installed on my Android). Make keys creation part of registration process.
