For what it’s worth, my phone (iPhone SE 3) DOES do the lock up when I’m on the public bus, requiring me to tap “I’m not driving.”

Just a guess, but did you also read the headline and think this was about Wubi, like I did?

The article itself is about a weird looking Kubuntu-based distro with no relation to Wubi.

Based on the article, but I’m still not sure if this is the case, it seems like they checked for a specific shim(s), which would be on the EFI partition that everything shares.
