I was wondering if a solution to the NIMBYs is to just put the data centres in other countries like Mexico? I understand it would be hard to have talent move there, though. I mean, this sounds so obvious, but I haven’t heard much discourse around it yet so I’m not sure how feasible it is.

That is completely true and fascinates me. If you go to any city centre, train station, etc. in Europe, you will find lots of black people just... doing nothing. They are just there, sitting, perhaps alone, perhaps many of them. They aren't even talking or doing anything, they just stare into the distance. They are part of the scenery. I have no idea what this means, who brought them here, what they actually do (if anything), and who's going to take them away (and when).

There is nothing unjust about being expelled from society when you are found to be too damaging.
What is unjust, though, is to be the victim of criminals who benefit from knowing exactly what the threshold is to not being removed from society.

That’s cool until the EU decides that they’ve had enough of poor people driving their own cars and introduce tariffs or outright ban them. Then, how are you going to have them repaired? Maybe they even make it so that you can’t pass inspection with a Chinese car.
