This is a terrible analogy.
In cryptography, once any SINGLE person in the world has compromised a signing key, EVERY person in the world can use it.
Thus for a prisoner analogy, its equivalent to say once any SINGLE prisoner escapes, EVERY prisoner has the ability to escape.
So yes, in this terrible analogy it means all prisoners are free.

Yes it absolutely matters. My brother was charged with three felonies in his only arrest, all of them dropped.
It shows up in his background report and no company has cared (or taken the time to notice) that they are dropped charges and not convictions.
He's basically treated like a felon and effectively got bumped out of his career.

I think its much more likely this was not a bad actor, given their long history of commits.
It's a known fact that China will "recruit" people to operate them. A quote:
> They talk to them, say my friend, I see you like our special menu. Are you from China? Are you here on a VISA? Do you have family back there? Would you like your family to stay alive? Is your loyalty to this temporary employer or is your loyalty to your motherland? You know, a whole bunch of stuff like that. That’s how Chinese intelligence operations acts...
This just gives feelings of less "compromised account" and more "Your account is now our account"

I bought a Brother laser printer in 2018. I print maybe 3-4 times a year from home, and the damn thing works every time.
I've done nothing to it but put paper in it. The highest praise I can give a printer is: "I don't hate this one"
