Second this ... have been writing some solutions in Kap, an APL like variant. It's stunning to see 20+ idiomatic solutions in one screen as many problems can be solved in a compact manner. The elegance really reminds one of why we fell in love with Programming in the first place

I've followed this matter a little bit as I work in the I.T. industry. I don't live in the UK and have no knowledge of the actors. The government response, including this announcement is shockingly deficient and on the low side of the impact. For a start - it only targets those who were convicted. It does not take into account all actors adversely impacted including falsely accused but not convicted. It doesn't take into account the circumstances of the victims. The government does not at all seem inclined to take any substantive action on this matter other than writing a cheque.
Open question to those in the UK closer to this - How do you see the government's response? What is the public sentiment on the matter. Does anyone have any insight why charges are not being pursued against Post Office Management in light of substantial evidence of wrong doing?

I would suggest neither in your position. I suggest trying a language like F#. F# started as with the idea of developing a language with OCaml like syntax and semantics for the .NET platform. Since then its evolved to being a mature, elegant and robust language. It can run on Windows and Linux.
Advantages over OCaml is I suspect a much larger footprint and the ability to tap into all of .NET (huge ecosystem). Plus your skills will be more portable than Haskell or OCaml.
Both Haskell and OCaml are exceptional languages but the ecosystem and market footprint is not great for either. Jane Street has done a lot to evangelize OCaml but it hasn't really moved the needle. Haskell is probably the most different being a lazy functional language. Definitely learn it but using it in real life will be harder.

Fortran, Matlab and all array based languages (APL, J, K, Niall, etc) have these constructs at their core. Ndarray may be a great implementation but the ideas have all been there. I've been exploring J recently and the flexibility and compactness is tremendous.

This petition is an excellent idea. We as humanity need to get closer to the edge if not ahead of AI Development to strive to ensure that a) the wealth and benefits can be generated for societies b) closed and unaccountable parties are not the sole custodians of such a powerful force.
The idea of CERN has a lot of merit because of CERN's success as a multi-national institution. The model will need to be evolved for AI but that's why we need to start now.
This is the start of a new phenomenon for our societies; not the end. It's better for its impact to be managed by society as a whole.
