No, a compiler obviously cannot do this. nothing is undefined behaviour under a known compiler, version, and settings. UB means you can't know what the code does in general not that you can't know what it does in a very specific case.

I don't think we believe that the automation makes the human operators safer, but that it is overall safer than the human operator alone.

It only needs to be decoded once? The raw % is in the host and will be recovered by this process. Same as any other url encode/decide situation
