The film Magnolia dramatizes just such a character. Her father, the perpetrator, is a well-connected, well-respected TV game show host. She's an isolated, mentally unstable drug abuser. Not hard to imagine which person people are incentivized to believe. You're right, we'll probably never know.

That would certainly explain the lack of publicized confrontation. If they were mostly deporting actual criminals / gang members, one would expect more stories akin to the events today.

You’re not wrong, but lots of breeds are bred for just such a purpose, particularly thoroughbreds. They’re very expensive animals. Losing those competitions would come with consequences.

This aptly describes the modern state of thoroughbred horse racing. The sport is littered with these so called “super-trainers”. All of which possess precedent defying win percentages. It’s gotten so bad, a federal governing body has been tasked to combat it. The anti-doping rules will take effect this January [1].
