In Germany, the losing party pays 3x the court costs. The only issue is that everyone gets paid - the lawyer, the court etc. The only person that doesn’t get paid for their time investment is the person who is suing.

On rules - they certainly create clarity and also have the potential to enable NPC like behaviour which is all too common. Since you mentioned Traffic Light Coalition, the chancellor Olaf Scholz (who is a lawyer and was also the ex-mayor of Hamburg) recently said in an interview “Germany was known to be a country of engineers, we are now a country of lawyers”.

Hamburg along side with Munich is what Germany should look like. So I think Hamburg has played a role in your perception too.

Applies only if you are the reserve currency, label everyone else who don't use your currency the way you want it as currency manipulators and you can take whatever debt you want because well the printer can pay everything back in the future.
