Exactly. I feel constant ascendancy and the opportunity to do so would be a fortunate thing.
For OP, I feel there might be qualifiers that preclude such opportunities, like total comp or location. If you're looking for comp above the mid 100s or very low 200s at max, you're gonna struggle to find jobs that meet your criteria. On the converse side, these opportunities can be found in mid/low COL locations, so that number goes a lot farther.

To quote directly from the linked article:
"The law’s supporters have, at times, minimized the ban’s impact on the First Amendment, citing the mistaken belief that TikTok users can simply move to another platform. From a constitutional perspective, this is nonsense. The government can’t justify shutting down The Washington Post because readers can simply buy The New York Times instead."

But they're not asking ByteDance to just divest a portion for US operations, are they? It's successful in many countries, so it seems kind of radical to force them to sell everything just to continue operating in one country.

I will say: Tiktok is very popular in many countries other than America. Forcing a company to sell its entire business just to continue operations in one country seems flawed, even if the US constitutes a major share.

In a strange way, if it was a blanket China ban, it would almost feel less arbitrary than this, which was crafted to target ByteDance.
The fact they packaged it inside a funding bill that would have been politically unpopular for Congress to oppose also makes me speculate that they felt it wasn't strong enough to stand up to scrutiny on its own merits

Not in their traditional form now that the zeitgeist of the ZIRP tech boom is over. The waves of media stories about tech layoffs have probably dampened the hopes of those that would have been previously inclined, and the economical conditions mean that less have the luxury or means to spend months unemployed or part-time.
I have see a surge of bootcamp-esque places in tech destinations that seem to be offering a "find the spark again" (and/or "fill the resume gap after the layoff" if you're a cynical prick like me) that seem to cater to the already educated/experienced crowd, which I feel are potentially viable.
As someone who did a year-long bootcamp-esque program in web development at a community college, followed by employment in tech (during which I picked up a BSc and MS in Comp Sci part-time while working), I can say that a very good bootcamp program can teach you to code in a very skilled manner, well-and-above what you pick up in a BSc in CS.
And unless you work early on at a place with a big emphasis on properly educating and mentoring juniors off the bat, you can have a big leg up with raw coding skill imo.
