they can plan as much as they want and not much will come out of it. to vertically integrate you need both softwaree and hardware arm as company. efficient cross comapny vertical integration is impossibl. microsoft is probably in best position but they will focus on delivering “secuire platform” or something nonsensical like that since they wont be able to compete on power/efficiency.
