the mileage numbers are still worse than a standard current generation Prius and certainly worse than a plug-in version

It just depends on gas prices vs. electricity cost in your area.

For example in the US it makes perfect sense to own an EV in California, but no sense in Texas for example.

If a battery can do 1000 cycles and remain above 80% capacity it is exempt from this, which is exactly what Apple implemented a few years ago.

Low cost phones will be most affected.
