<p>as a salaried worker I refuse to participate in flex PTO, it's not how the labor laws are written.  I work for a significant part of the day and have a legitimate reason to stop, I do not submit any leave requests.<p>My company recently granted an extra 40 hours of COVID PTO to use for flex, which is nice, but they could just stop trying to work around labor laws.</p>

<p>Rome of that age was very self aware of the histories of the many city states that had risen and fallen before them, as I think the very story describes.  The personal choices made by leaders of those many prior city-empires were the very reasons for each to fail on the global stage.  The Aeneid was the zeitgeist of Roman manifest destiny under the imperial banner.</p>

<p>'layed off' means different things in the US versus Europe.<p>In the US, an employer may 'lay off' as much staff as they want and then hire new people into those positions.<p>In France, for example, a 'lay off' must close the position and not hire a new body into that role for 12-24 months.<p>This may be difficult to prove, but the laws exist.</p>

<p>My first job in the '80s was doing RFI/RFP shotgunning for a mom & pop (my mom & pop) defense consulting firm out of the GSA register.  We would essentially cold-respond to everything in our domain.  From that experience I learned that there were some genuine requests with no fix in.</p>

<p>I used to work for Cogent Communications, this was common practice in customer service.  Comstat scores are 100% gamed.<p>The Global Director of customer service has his managers change ticket parameters for two weeks around ticket closure so that only 'happy' customers get review emails.</p>
